The sources read cover cuttings for four fragrant plants. The RHS frangipani guide says to take 10 to 15 cm tip cuttings of plumeria in February or March, let the cut end dry for a day or two, and expect rooting in four to six weeks. The RHS hoya guide says hoya can be propagated by layering or by semi-ripe cuttings in spring or early summer, rooted in water in two to three weeks. The RHS pelargonium guide says softwood pelargonium cuttings can be taken from spring to autumn.

Safety
The RHS says hoya sap irritates skin, so wear gloves, and that plumeria sap may irritate eyes and skin. The ASPCA lists Pelargonium as toxic to dogs and cats, so keep trimmings out of reach.
What the sources do not cover
None gives cutting advice for stephanotis, osmanthus or lavender, so this page does not. The Illinois Extension: Scented Geranium page says only that scented geraniums grow from tip cuttings that root easily.
